A controversial bill requiring cyber charter school students to keep their cameras on during live online classes cleared the House Education Committee on Tuesday, following hours of heated debate. The measure, which now heads to the full House, would mandate that students appear on camera at all times during synchronous instruction or risk being marked absent.
Supporters argue the rule is necessary to ensure academic integrity and student engagement in virtual classrooms. "Without visual accountability, we cannot verify that students are actually participating or even present," said the bill's primary sponsor during the committee hearing. Several committee members cited concerns about cheating and disengaged learners as driving forces behind the legislation.
Opponents, however, raised sharp objections, calling the requirement an invasion of privacy and a burden on families. "Many students lack reliable webcams, stable internet, or private spaces at home," one critic testified. "This bill punishes those who cannot afford the technology or have no quiet room to sit in." Others warned that forcing cameras on could expose children to uncomfortable scrutiny of their home environments, including poverty or unsafe conditions.
The debate grew tense as some lawmakers accused supporters of ignoring equity issues, while backers countered that the bill includes exceptions for students with documented hardships. The committee ultimately passed the measure along party lines, with Democrats voting against it. The full House is expected to take up the bill next week, where its fate remains uncertain.
