Incremental Gains, Significant Losses: Breaking Down the House’s FY27 Education Budget

The House Appropriations Committee released its fiscal year 2027 education funding proposal this week, and the numbers tell a story of modest wins buried under heavy losses. While a handful of specialized programs saw slight increases, the overall budget slashes core federal support for public schools, drawing sharp criticism from education advocates.

The most significant blow falls on Title I, the primary federal program for schools serving low-income students. The proposal cuts Title I funding by roughly 12 percent compared to current levels, a reduction that would affect nearly every school district in the country. Supporters of the cut argue it forces states to take more responsibility, but opponents warn it will lead to larger class sizes, fewer support staff, and reduced academic interventions for the students who need them most.

Beyond Title I, the budget eliminates several competitive grant programs entirely. Among the casualties are grants dedicated to teacher and principal recruitment and training, as well as funding streams that support multilingual learners. These programs, while smaller in scale, have been credited with helping schools address chronic shortages and serve growing immigrant populations.

On the positive side, the budget does include small increases for a handful of niche areas. Funding for rural education initiatives and certain STEM pilot programs rose by modest amounts. However, these incremental gains are dwarfed by the scale of the cuts. When combined, the lost funding for Title I and the eliminated grants totals several billion dollars.

Critics say the budget prioritizes narrow political wins over broad student needs. The proposal now moves to the full House for debate, where its fate remains uncertain.
