A federal judge in Washington state has issued a permanent injunction preventing the U.S. Department of Education from denying student loan forgiveness to public servants based on their political or ideological views. The ruling blocks the Trump administration's policy that sought to disqualify teachers, nurses, and other public service workers from loan relief if their work involved what the department deemed "ideological" activities.
The decision stems from a lawsuit filed by Washington Attorney General Bob Ferguson, who argued that the policy violated federal law and the First Amendment. The policy had targeted public service workers in fields such as education, healthcare, and social work, threatening to withhold forgiveness under the Public Service Loan Forgiveness program if their employers engaged in activities like diversity training, climate advocacy, or other politically sensitive work.
Judge John C. Coughenour ruled that the Department of Education overstepped its authority by imposing ideological litmus tests on loan forgiveness applicants. The court found that Congress designed the PSLF program to encourage public service broadly, not to penalize workers based on the content of their work or their employers' missions.
The ruling provides relief to thousands of Washington state public servants and sets a precedent for similar challenges nationwide. Borrowers who had been denied forgiveness or feared future denials can now proceed with their applications without concern that their employers' ideological stances will be used against them. The Department of Education has not indicated whether it will appeal the decision.
