When Virginia's founders designed the office of governor, they deliberately created what one historian called a "phantom" -- a figurehead with limited authority, intentionally weak to prevent the rise of a new monarchy. But times have changed. Today, Virginia governors wield significant influence over higher education, reshaping college and university boards in ways the founders never imagined. Modern governors appoint board members to public institutions, set policy directions, and influence budgets that shape the state's academic landscape. The University of Virginia, Virginia Tech, James Madison University, and other schools now operate under boards heavily shaped by the governor's political vision.
This transformation reflects a broader shift in how states manage their public universities. Governors use board appointments to push for lower tuition, more vocational programs, or greater research output. Some critics argue this politicizes education, while supporters say it ensures accountability.
The gap between the phantom of 1776 and today's power broker is vast. Virginia's governor now plays a central role in deciding who leads the state's colleges, what they teach, and how they spend public money. George Mason, who championed a weak executive, might not recognize the office he helped create.
