South Korea weighs overhaul of local education grants

South Korea is considering a significant overhaul of how it distributes education grants to local governments, a move that could reshape funding for schools across the country. The proposed changes come as the nation grapples with a steep decline in student enrollment, driven by one of the world's lowest birth rates. However, educators and school administrators are pushing back, warning that fewer students do not automatically mean lower costs.

The central government currently allocates billions of dollars annually to regional education offices, which then fund teacher salaries, facility maintenance, and school operations. Under the new plan, the funding formula could be adjusted to better reflect actual student numbers, potentially reducing grants for areas with the sharpest enrollment drops. Proponents argue this would make the system more efficient and prevent wasted resources.

But critics say the approach is shortsighted. "A school with 200 students still needs a building, heating, and a principal," one education official noted. Fixed costs like utilities, building repairs, and administrative staff do not shrink just because class sizes get smaller. Rural schools, already struggling to stay open, could face even deeper cuts. The debate highlights a growing tension between fiscal prudence and the need to maintain educational infrastructure in a rapidly aging society. The government has not yet set a timeline for the final decision.
